If a valve won't move by hand, stop. Forcing an old valve can snap it and make the leak worse.
No wrench or pliers on a stuck valve.Go to the main valve where the water comes into the house, and turn it off.
Open a faucet low in the house. A little water runs out, then it should stop.
Put a towel or a bowl under the stuck valve, and leave the water off until it's fixed.
Main stuck too? Call your water utility to shut the water off at the street. Then ask Handyman for a plumber.
Keep away from water near outlets, cords or the electrical panel.
